Yarmouth Police Announce New School Resource Officer at
Mattacheese Middle School
The Yarmouth Police Department and Dennis-Yarmouth
Regional School District are proud to announce that Yarmouth Police Patrol
Officer Sean Brewer, a nine year
Veteran Police Officer, has been selected to serve as the new School Resource
Officer at Mattacheese Middle School in West Yarmouth. Officer Brewer was recently chosen after
successfully participating in a joint selection process which involved
members of the Yarmouth Police Department and Mattacheese Middle School staff
and is now currently attending specialized School Resource Officer training.
The appointment of SRO Brewer was made possible by Dennis-Yarmouth
Superintendent of Schools Carol Woodbury and Yarmouth Police Chief Frank G.
Frederickson which will allow for the assignment of a School Resource Officer
at the Mattacheese Middle School for the first time since 2008 when School
Resource Officer William Coughlan was reassigned to patrol after five years
at Mattacheese due to budget shortfalls and the Police Services Office at
Mattacheese has remained closed since then.
With the strong support of Chief Frederickson, Superintendent Woodbury
proposed a plan to the school committee at the end of school year to
reorganize the management structure at Mattacheese and Wixon Middle Schools
and the Dean of Students positions were eliminated at both schools; two at
Mattacheese and one at Wixon. The administrative teams at both middle schools
will now be comprised of a principal, an assistant principal, and a school
resource officer. The SRO is considered
part of the administrative team as an advisor to the principal on police and
security matters and works closely with students and staff to provide police
services and build positive relationships between students, staff, parents,
and police. The Yarmouth and Dennis Police Department have worked closely
with the Dennis-Yarmouth Regional School District for many years and have had
full-time School Resource Officers assigned to schools for the past 24 years.
Dennis Police Detective/SRO Patrick McCaffrey will start his third year of
splitting his time between Wixon Middle School and D-Y High School. The Dennis Police SRO program has been
running since 1994 and SRO McCaffrey is the 4th Dennis Police Officer to hold
the post. The School Resource Officer
program has been running successfully at D-Y High School since 1987 when
Steven G. Xiarhos, now Deputy Chief of Police, assumed the post in March of
that year. The high school post is
now held by SRO Nicholas Pasquarosa who has served in an exemplary fashion at
D-Y since 1994. The Dennis-Yarmouth School Resource Officer program has
served as a model for many other communities and we are pleased to restore
School Resource Officer police services at Mattacheese
Middle School Mattacheese School Resource Officer Brewer is married
and is the proud father of three young children. Before becoming a Yarmouth Police Officer,
Officer Brewer served as a Police Officer with the City of Albuquerque, New
Mexico, and the Town of Mashpee. SRO

History of the Mattacheese
School Resource Officer
In 1994 the Dennis Police appointed
Patrolman Craig Stevenson as its first school resource officer. Officer Stevenson was scheduled to a post
at Nathaniel H.
Wixon Middle
School on Mondays, Wednesdays and Fridays and Dennis-Yarmouth Regional High School
on Tuesdays and Thursdays. Yarmouth
Police Detective Steven Xiarhos
had already been serving at D-Y
High School four hours
a day (half a day), five days a week since 1987 as the inaugural SRO in the
District. The assignment of the Dennis
officer with full police authority in Yarmouth
allowed for an expansion of the Yarmouth SRO program into Mattacheese Middle School.
Detective Xiarhos left the schools at the
end of the school year in 1994 and was succeeded by Yarmouth Patrolman
Nicholas Pasquarosa who assumed the posts at both schools. The Mattacheese Middle School Police
Services Office remained open and active until 1996 when the Dennis-Yarmouth Regional School District
was struck by financial woes. Many
programs were cut including home economics, all shop classes and
instructors. Police services funding
was reduced by 40%. This roughly
translated into the hours dedicated to Mattacheese. The Mattacheese Police Services Office was
closed; hours spent at the high school remained at three half-days a week for
the next year.
In 2003 the Yarmouth Police Department
received a grant from the United States Department of Justice, Office of
Community Oriented Policing to place fulltime school resource officers at
both D-Y High
School and Mattacheese
Middle School. The grant funded 75% of the cost in the
first year, 50% in the second year, 25% in year three, and the town was
obligated to fully fund the positions in the forth year. School Resource Officer Nick Pasquarosa was
appointed to the post at D-Y
High School, senior
Patrol Officer Bill Coughlan was
selected to reopen the Mattacheese Middle School Police Services Office.
In 2008 the Town of Yarmouth, and by extension the Police
Department, fell into financial difficulty.
The school resource officer unit was disbanded as one of several cuts
made to balance the budget. Just after
school started Chief of Police Michael Almonte and Superintendant of Schools
Carol Woodbury came to an arrangement and restored the School Resource
Officer at D-Y High School. The D-Y Police Services Unit reopened on
September 18, 2008, the Mattacheese Middle School Police Service Office
remains closed to this day. Officer Bill Coughlan returned to the patrol division and
retired from the Yarmouth Police Department in 2010.
In the Spring of 2011 Superintendent of
Schools Carol Woodbury and Yarmouth Police Chief Frank Frederickson came to
an arrangement allowing for the assignment of a School Resource Officer to
Mattacheese Middle School for the fall of 2011. Veteran police officer Sean
Brewer has been appointed to that post.
